When seeking funding, funders want to know who you are serving.  You cannot serve everyone. Targeting a specific population does not mean that you are excluding people who do not fit your criteria.  Rather, it allows you to focus dollars on a specific population. With a clearly defined target audience, it is much easier to determine the type of grants and donors you can target.
